Surfaces must be clean, dry, and free of dirt, grease, soap scum, dust, and other contaminants. Previously painted surfaces should be washed with 3 tablespoons of TSP in one gallon of warm water. Rinse with a damp cloth and wait until the wall is dry before sanding the surface with 80- to 100-grit sandpaper. Remove sanding dust before applying paint. Do not apply if the temperature is below 10°C (50°F).

If you scrape, sand, or remove lead-based paint, you can create lead dust. Lead is toxic. Exposure to lead dust can cause serious illnesses, such as brain damage, especially in children. Pregnant women should also avoid exposure. Wear an approved lead exposure control respirator. Clean with a wet mop or a HEPA vacuum.
